2024 GCSD District Board of Directors Election - two seats are up for election.
Wanda Bowles
Board Member / Educator / Digital Equity Leader
I moved to El Granada in 2000 and absolutely love living in our coastside community. Since retiring from my professional career in 2023, I have been dedicated to serving our community though volunteer work at Senior Coastsiders and the Coastside Womens Club.
Throughout my 40 year professional career, listening to my clients and supporting them was my top priority. I have now transitioned to focus on my community to help strengthen and enhance the lives of our youth and older adults. I also have the professional experience to provide governance and oversight for the district’s critical sewer infrastructure.
Please vote for me and I will ensure that we continue to work together to improve our beautiful community.
Janet Brayer
Raised on the Peninsula, I have fond memories of spending time on the Coast at Ida’s burger joint (now Sam’s Chowder House), fishing, and parties at the beach below what is now the Ritz Carlton. I moved to the Coast in 1988. I am a retired business litigation attorney, now focused on supporting this community that I love.
I believe GCSD has not listened to the community’s comments, concerns, survey preferences and desires regarding the Burnham Park Plan strip development plans, such as 197 community members voting for the existing parking lot or larger, with only 48 persons voting for a smaller lot. Yet, GCSD approved plans to drastically decrease parking. Concerns about traffic, congestion, construction costs, maintenance and view space have been disregarded; a traffic mitigation report was never prepared.
GCSD learned that Picasso pre-school was for sale in May of 2021, and approved the purchase in July of 2021 – without advising the public of GCSD’s intent to demolish the pre-school – a valuable community asset.
If I am elected, I promise to promote the desires of the community, including parking, pre-school services, the wetlands, and a pedestrian bridge to cross Highway One.

I joined the GCSD Board in 2020, serving as President in 2023/24. I want to remain active in supporting our community’s beautiful environment and satisfying quality of life. I’ve lived in El Granada since 2015 following retirement from senior global healthcare roles, including strategic planning and financial management, relevant to oversight of GCSD and Sewer Authority MidCoastside (SAM). Prior to joining the Board, I volunteered on GCSD’s Parks Advisory Committee, active in communications, outreach, and recommendations for the Granada Community Park and Recreation Center. I am committed to community engagement, bringing strengths in listening, valuing all residents’ inputs with transparency, and advocating for consensus. My goal is to be an engaged member of my community. I am also a very active member of Coastside Hope’s Board, serving as President, and I take each role seriously, doing the homework, reading all background materials, asking good questions. My goals for GCSD are to provide informed oversight of finances and risk management for sewers, SAM and trash services, to improve local recreation and make our shared outdoor spaces inviting for the whole community. Please vote for me for a responsive, responsible GCSD.
